Self-regulation in Spain

During the SAFENET Project PROTEGELES promoted two key conventions on self-regulation
1) On the 26th of June 2003 the SAFENET team led the signature of the CONVENIO MARCO DE COLABORACIÓN PARA LA PROMOCIÓN DEL USO SEGURO DE INTERNET POR LA INFANCIA Y LA JUVENTUD with the intent of promoting a safer use of the Internet amongst Spanish children as well as eradicate illegal content from the web.

This agreement was signed by the following organisations:
  • Child Ombudsman (Defensor del Menor de la Comunidad de Madrid)
  • CONCAPA (Confederación Católica de Padres de Alumnos) (one of the most important parental associations in Spain)
  • CEAPA (Confederación Española de Asociaciones de Padres de Alumnos) (one of the most important parental associations in Spain)
  • PROTEGELES (child welfare protection)
  • ACPI (child welfare protection)
  • UNICEF
  • Save the Children (child welfare protection)
  • RED.ES (industry ministry)
  • TERRA Networks (ISP)
  • USO (Unión Sindical Obrera) (trade union)
  • UGT (Unión General de los Trabajadores) (trade union)
  • CC.OO. (Comisiones Obreras) (trade union)
  • FSIE (Federación de Sindicatos Independientes de la Enseñanza) (trade union)


2) Additionally, for SAFER INTERNET DAY in 2005 PROTEGELES led the signature of the CONVENIO MARCO DE COLABORACIÓN PARA LA SEGURIDAD DEL MENOR. It was signed between the Child Ombudsman, PROTEGELES and ACPI and the major ISPs in Spain (TERRA, MSN, Wanadoo and Yahoo). In this document the main Spanish ISPs commit themselves amongst other things, to develop mechanisms to eradicate illegal content from their servers as well as content specially harmful to children (such as web pages, groups and forums that promote paedophilia, anorexia or bulimia).
