Young people and cyber-hate in Belgium

The Centre for Equal Opportunities and Opposition to Racism (CEOOR) acts against the small minority of Internet users who promote hate and discrimination. It only resorts to legal action in the most extreme cases.
For young people, the Internet reflects the real world.  It is a place to meet and interact, and hateful or provocative material is rare. 

As in the real world, a small minority of websites do promote hate, for example against Africans, Muslims and homosexuals.  The mass distribution of hate mails blaming immigrants for violent attacks is also an alarming phenomenon.

The Centre reacts to this kind of content even if it is often intended as a joke. The danger is that society might become more accepting of racism if everyone distributes messages of this kind.

The Centre considers three possible courses of action, depending on the severity of the material.

In the case of lighter forms of discriminatory expressions it confronts young perpetrators with their behaviour and informs of the possible consequences of hateful actions of this kind. The aim is to remove the disputed expression.  If necessary this is done with the intervention of the Internet service provider.

In more serious or repeated cases the Centre tries attempts to redress the situation through mediation and deliberation. By doing so, the Centre hopes to make young people more aware of what racism or discrimination really means to people who are confronted with it.

Young people's talents can also be used to achieve positive results. In one case the rehabilitation consisted of young people having to help develop a website for a local anti-racism contact point.

Only in the most extreme cases will the Centre lodge a complaint with the police. It did, for instance, prosecute two young men in 2004.  They had encouraged anti-Semitism via a chat channel and had threatened to kill one of the chatters. These men were found guilty and ordered to complete a period of community service.
