Blogs, moblogs, and vblogs

User generated content, communications and services represent a significant proportion of the material accessible online. Children and young people are increasingly becoming active consumers, creators, and producers of user generated content, moderating and disseminating content in both online and related offline environments.

In doing so children and young people exercise fundamental human rights online to express, seek, receive and share information however they choose in a constantly evolving online environment.

Blogs, moblogs and vblogs (video logs, also called vlogs) are growing in popularity as technologies converge. Essentially, a blog is a web-based publication consisting primarily of periodic articles (normally in reverse chronological order). Blogs range in scope from individual diaries to arms of political campaigns, media programs, and corporations. They range in scale from the writings of one occasional author, to the collaboration of a large community of writers.

Many blogs enable visitors to leave public comments, which can lead to a community of readers cantered around the blog; others are non-interactive. The format of blogs varies, from simple bullet lists of hyperlinks, to article summaries or complete articles with user-provided comments and ratings.

Social networking is a key ingredient to operating online, for example, children and young people can opt to link the friends on their instant messengers buddy list to their blogs and to receive notification of when a blog has been updated.

These are fundamental alterations in how end users, particularly children and young people, are using the internet.  They raise new challenges for stakeholders to recognise, e.g., implications for shared governance and moderation of online activities, and the need for adaptive policies and strategies designed to protect children and young people online.
